The Freeholders were a Board of 21 citizens elected to draft a new form of governance for San Juan County.  Richard chaired the Charter Writing Committee.  He also chaired the Citizens' Outreach and Information Committee that kept citizens involved and current throughout the process.

Northwest Marine Technology (NMT)Director of Research and Production Manager.

Richard led a team of scientists producing tags and equipment for managing fish and other animal resources.  Richard was granted several patents in this field.

MicromarkCo- Owner and Vice-President of Research

Richard and his colleagues developed and produced a new laser micro tag for marking and enumerating biological species (primarily fish).  Northwest Marine Technology bought Micromark and its more advanced technology after NMT launched an unsuccessful intellectual property challenge, a not uncommon chain of events in a business climate in which intellectual-property suits are used as a way to suppress competition.  The resolution was a win for all concerned.

Orcas High School:  Teacher, Advanced Placement Physics

Recruited by motivated students themselves to teach, Richard was impressed by his students eagerness to learn and gratified by their successes on the AP exam.  Many of his students went on to college majoring in science related disciplines.

WORK:  Before Coming to Washington State

Applied Research Labs (Subsidiary Bauch and Lomb):  Senior Scientist and Project Specialist.

Richard led teams of scientists and engineers developing Mass Spectrometers for analyzing materials and age dating samples returned from the moon.  Recipient of the Industrial Research 100 Award for developing the first Quadrupole Mass Analyzer for Solids. 

Hughes Aircraft Co. (Research Labs):  Senior Member of Technical Staff/Program Director

Leading teams of scientists and engineers, Richard was responsible for designing and building electron beam lithography machines for fabricating sub-micron integrated circuits.  Richard was also responsible for formulating multi-company research programs, business agreements and directing multi-million-dollar government contracts.

University of Pittsburgh, Ph.D in Physics

National Aeronautics and Space Administration Trainee (Scholarship)

In support of his Ph.D. thesis, Richard developed both the hardware and software for studying kinetic reactions of the earth's upper atmosphere (auroras).

University of Washington, Certificates in Medical Engineering

While participating in this program, Richard was invited as Visiting Scientist to join a group of medical doctors and scientists endeavoring to develop an early breast cancer detection method using state of the art ultra sound technology.
